About the speaker

Participation in procurement can result in an FAS inspection if the actions of the customer or supplier look like an anticompetitive agreement. Separate risks arise when responding to price requests and when working with the GIS "Antikartel" algorithms.

Yulia Leshchuk is a lawyer, partner at the Moscow City Bar Association 'Kolotushkin, Miklashevskaya and Partners'. Her practice is related to cartel cases, antitrust risks in tenders and procurement, FAS inspections and investigations. Yulia runs the Telegram channel 'Antimonopoly Watch'.

In her lecture or report, she explains how to participate in procurement without falling under the GIS 'Antikartel' algorithms, respond to FAS price requests, and use cartel analytics. She separately covers antitrust audit and compliance procedures for companies, owners, and executives.

Yulia has been a guest expert at ZVANFORUM 2025, the 'Night of State Procurement' conference and 'Days of Moscow Competition', and has conducted webinars for procurement participants on the RosTender, RAUT and TEK-Torg platforms. Performances are possible in Moscow, travel to other cities, and online format.
